So this is just a theory I have but I think that Delta has a low house number right now because they expelled all of the girls that weren't making grades. Which if they did, they could petition PHA and ask them to be immune from COB so they could focus on grades for Fall recruitment. My sister was an AXO in 2006 and her house did something very similar. They lost about thirty girls and then made up the difference in the Fall through a COB event after formal recruitment. That's just my theory.
