You are wrong. Do your homework. EXACTLY how are they reported-and calculated? Guess you are not as smart as you think you are. Oh, and did you think about retention? And how many freshman, sophomores, etc. Do you know WHY there are fluctuations each semester? Ya, didn't think so. Of course anyone knows how to AVERAGE, you are correct, 4th graders do.
