It's probably Phi Mu and Sigma, with maybe a middle tier house or two taking a few girls to fill the spots that were left by girls dropping after formal. Houses that are already above the all chapter average won't be taking girls. So you're looking at a very limited list. But SK doesn't get to COB because they got to recruit up to average chapter size a few years ago and now their house is at max. So for bottom tier houses you're looking at Phi Mu and Sigma, maybe Zeta? Middle tier I would say DG might take one or two, APhi might, KD might? Again though, COB is weird and very secretive. All I know is SK can't, Delta doesn't COB, XO and Pi Phi won't and there's little chance that ADPi, Theta or Kappa will need to COB either.
