too much overlap between bottom of top tier and top of mid tier - also too much overlap between bottom of mid tier and top of bottom tier - that's why there so much disagreement However - everybody probably agrees that the top half chapter are Chi O, Theta, Pi Phi, Tri Delt, Kappa, ADPi, and G Phi The rest are bottom half. problem solved
