Tiers and quality change with almost every pledge class. Most people think AXO has done much better lately with great pledge classes. It certainly is an up and coming house, whereas in 2009 there was a lot of room for improvement (my sister was here in 2009, too, tho we aren't AXOs). I also would say that DG, APhi and ADPi are on the upswing while GPhi, Kappa and to a lesser extent ChiO and TriDelt are treading water or slipping a bit.
