The tiers are the way they are based on which houses girls want to be in the most and which houses they'll "take" somewhat happily, or which houses they'll "take" as a last pick. Grades, involvement, sisterhood, success don't usually factor in too much because incoming freshmen aren't aware of where each house falls in those categories (example you don't know a house's sisterhood, unless you're part of the house).
