I don't think PHA could require such a thing. Chapters have full autonomy when it comes to their membership selection procedures. I suppose PHA could pass a new recruitment rule that says anyone wanting to take new members in the spring would need to paeticipate in a structured informal recruitment process. But I'm not even sure if that would be kosher per NPC rules. Certainly I don't think PHA can ban chapters from COBing as and when they choose. At any rate, if such a move were proposed, I suspect a lot of our national organizations would have some things to say about it.
