It doesn't matter if all houses match to quota. What matters is whether all houses are at total. Since total = average chapter size, it's impossible for all houses to be at or above total immediately after formal recruitment. So yes, some houses will be able to take new members now. Whether they advertise this openly, whether they do it in the fall or wait until the spring, etc., is anyone's guess. But every house that is under total (315) is eligible to accept new members until they get to 315.
