All sororities participate in the RFM system, which uses an algorithm based on historical statistics to determine how many PMs each chapter can release each night during recruitment. "Help" is misinformed about how it all works. Quota is determined by the number of PMs who sign intention cards after preference and then calculated so that the most number of chapters as possible achieve quota.
