It means there will be snap bids or something like that. I do not know where you are getting your numbers because not even the chapters see how many girls are released or not only certain exec. Also I know mizzou pledge classes have been huge in the past last year SK had a pledge class of 109. That is not a pledge class that is an entire chapter at some schools. Maybe they are trying to lower the numbers.
