The smaller a house is nationally, the more valuable their legacies are. So being a Delta or ADPi legacy isn't as valuable as being like, a Sigma legacy. The smaller national houses don't have as many legacies as larger national houses, meaning they try harder to keep them. I know in Sigma, all legacies are auto-bids because they are so small nationally. Sigma Kappa is pretty small nationally too, legacies are a big deal. Pi Phi and ADPi legacies don't mean much because if they only took legacies, it would be their entire PC. You know?
