If you look through past threads you will see come posts about comparisons of tiers through the years. When my sister went here in 2007: Top: DG, chi o, delta, theta Mid: Adpi, pi phi, Gphi, aphi Bottom: axo, KD, zeta, phi mu So to answer your question, houses can move up and down. Some examples: DGs big fall was the hazing scandal and they had to clean house. Pi phi has only recently be considered a top house. Axo and KD used to be mirror images of each other and now axo is more similar to Adpi (hardworking) and aphi (more fun and better looking)
