Nice idea in theory, but it's never going to happen. PHA cannot dictate to houses who they can and cannot accept as members. So PHA cannot limit PNMs for any reason, including grades. Plus, not having a grade cutoff only makes pledge classes bigger if some house takes the PNM with low grades. Any house can release a PNM for grades. Even houses that invite back a large number of women because of RFM calculations can get exceptions and release women for grades or because they don't meet the standards of membership. If you feel like your house is being forced to take members with low grades, talk to your national volunteers or representatives. That is an internal problem, not PHA's fault.
