Rec letters always help. (Unless you send a gazillion and annoy the chapter.) But whether they are necessary is somewhat dependent upon the organization. Some chapters need them in order to offer you a bid, so if you don't get one, they have to get one for you. Some chapters don't need them, but will use them to help narrow down their pool of candidates, especially for first-round cuts. Some chapters probably don't look at them at all. ;) All of which is to say, do the best you can to get a rec letter for each house. But if you can't get them, it doesn't mean you will end up without a bid! Hundreds of women get bids without rec letters. If a chapter that needs them loves you, they will find a way to get one. And I personally would avoid sending multiple letters. A couple is fine, if the women really know you and really want to send it in. But several that all say the same thing and have the same standard info is just duplicative and creates extra work for the chapter. Best of luck!! Hope you have an amazing experience with recruitment and sorority life!
