In terms of getting better, phi mu is definetely getting better. I don't think anyone should take that away from them. They've been hovering in the middle of bottom tier for a while and some years they're closer to top, other years closer to bottom. I would say they have solidly past sigma and zeta in bottom tier, but KD and SK are still the top 2 houses in bottom tier. Bottom tier in order: KD, SK, phi mu, zeta, sigma
