In order for Phi Mu to step out of the bottom tier, another house has to fall into the bottom tier. KD would have to fall behind for Phi Mu to replace them. And even then they'd have to outrush other bottom tier houses. Despite doing better in competitions, Phi Mu still isn't as popular as SK or Zeta. SK and Zeta, despite their issues, are more popular than Phi Mu. Plus Phi Mu has to fix their retention rates to move up to lower middle tier. In my opinion, SK or Zeta is closer to tier jumping than Phi Mu.
