Every house has their cliques and no one really can say who has the best sisterhood. You don't know unless you're apart of it. However, there are certain sororities that are known for sisterhood issues. Many are rumors, but you can identify some houses that have trouble keeping members year after year. I'm not talking about the newer houses, they're still working out the kinks. I'm talking about houses that have been here for more than a decade and still struggle to keep up.
