It is not true to say that juniors don't count towards quota. Although many (all?) other large greek systems have an upperclass quota or allow juniors and seniors as free quota additions, Mizzou does not. A junior will count toward quota just the same as a freshman, making it hard for them to join. If you are a member of a current house on campus and don't like that answer, then talk to your PHA rep about instituting an upperclass quota!
