Traditionally this is probably true, but not all houses that COB have to. Many houses have a range for their quota, decided by their nationals and Mizzou PHA, and they choose to offer more girls the chance to join their sisterhood in a spring pledge class. Regardless, many times COBing is more competitive since so many girls want to join and there aren't many bids being offered.
