It is a mutual selection, but the chapters are the ones extending invitations to the next round. When you rank, you are saying which you want to accept, and in which order. So when three houses you liked did not invite you back, the three others you did not like (who did invite you back) replaced those on your schedule. Basically if you got 11 invitations back, you have to go to all 11. You can't just "cut" ones who you didn't like if they invited you and you have open spots on your schedule.
