I thought we went through this last year. SK didn't snap bid because they didn't make quota, they were GIVEN PERMISSION to give out more bids than other houses because they're newer and were recruiting up to average house totals. There is a difference. Also, Aphi occasionally COBs so you could get lucky with them too.
