It matters much more how long a house has been on this campus instead of how big a house is nationally. As a big state university, Mizzou attracts many more legacies whose parents went to this school than to random out-of-state schools. There are lots of Sigma, SK and Phi Mu chapters all around the country, but the fact that they have been on this campus a much shorter time than the major sororities (ChiO, PiPhi, Theta, Delta etc.) means there won't be as many legacies of college age going through rush this year. I know some of the major houses could fill entire pledge classes just with legacies, but they would never want to. That's why it just doesn't mean much to be a PiPhi, Theta, Delta, ChiO legacy.
