Juniors are not free. They do count towards quota. Unless the person who is saying otherwise can point us to a change in policy for this upcoming year, they have always counted toward quota. I'm not discouraging you from signing up! But I don't want you to have false hope about juniors not counting. Mizzou has a single quota system and no one is "free" or otherwise outside of the quota system.
