No, that is incorrect. That is not absolutely not how NPC sorority recruitment is conducted. You have obviously never heard of RFM. Quota is Quota, the number of pnm's signing cards after pref/the number of sororities. ALL houses bid match to that same Quota number, and then some houses take more Quota Additions. The reason that some take more than others is because the less strong recruiting sororities have to carry more pnm's to every round. Their return rates are not as high so to hit their numbers they need more pnm's. This filters all the way down to pref round and these chapters take the most pnm's to pref, so they will have the most Quota Additions. It is COB that is based on open slots. After recruitment numbers are all in and bid matching is completed, Chapter Total is set, and THEN any house below Total can COB up to that membership number.
