Saying that PHA "allows" bids is misleading. Quota is Quota, the number of pnm's signing MRABA cards / the number of sororities. PHA doesn't set those bids. And snap bids are not going to be any higher than normal, IDK why you would say that. PHA will, however, set a new chapter total based on the new larger member classes and thatt will probably not allow for as many COB's this year.
