because there just really isnt a tier system. you have your five power houses and then you have everyone else. there is no RANKING. nobody can put their finger on THE top house, because there isnt one. delta isnt stronger than chi o, chi o isnt stronger than delta, pi phi isnt stronger than kappa, kappa isnt stronger than pi phi, theta isnt stronger than gphi, gphi isnt stronger than theta, and you could do that between all of them. they all have their strengths and weaknesses but when you put them all together you get powerhouses. its not a TIER. its just strong houses. everyone else is also strong and weak in their own ways but they dont just radiate power. there is no top, middle and bottom tier. there are just POWERHOUSES and normal houses.
