I think KKG just got fined for that. Limiting COB abilities wouldn’t really make sense as a consequence for that since it just takes away from PHA $. Pi Phi and KKG were pretty full last year (260 and 257 I think) so I assume that’s just why they didn’t COB, but both have done so in the past so who knows what they’ll do this year. No idea why Gphi didn’t. It’s possible they just didn’t know of enough girls they wanted to offer bids to so they just opted out of it. Just because you have a low member count doesn’t mean you have to COB. I think it kind of goes without saying that girls receiving informal bids usually know someone in the house or have befriended the members and that’s how they’re getting these bids, it doesn’t just happen by default, at least not in the good houses.
