COB has nothing to do with drop rates. There are two things, quota and total house. Quota is set during formal rush. Everyone gets the same number based on a lot of factors but in short, number of PNM is a big one. Then there is total house, maximum number of members allowed and that can fluctuate depending on campus. So you can meet quota and do COB if you house isn't at total. So, for example, we lose 80 seniors/girls go inacrive and were 20 less than total house. Let's say quota is at 70. We can meet quota and then COB for up to 30 more NMs. No one dropped and we aren't begging for members. We just have room maybe we didn't COB or we did and only took a few because those were the only fit. Also, COB has absolutely nothing to do with drop rates, especially right now. We had a drop in NMs in 2020 and 2021 and we were all below total house. Now, our numbers from PC22 have made all our houses get closer to total house. PC23 has slightly more than PC22. You will see most house push COB this semester to be at total house. The closer you get to total house means more money and usually more support from nationals. We usually care less about quota and more about total house. Also, some chapters are forbidden by their nationals from doing COB or penalized by PHA and are not allowed to participate. Some chapters will skip COB for various reasons and have less members because their nationals don't care about total house (in general more expensive sororities don't care about total house.) We don't get the drop rates, ever and COB has little to do with it. We know which houses have a lot of girls drop because we talk.
