I know more than one house who took in members through COB when the house was already full, and fair or not they took new members who did not all have a chance to live in. It doesn't have anything to do with how many new members they received and kept during recruitment. It deals a lot with what each house's nationals want and some require to fill any spots open in the chapter regardless of whether or not quota was met. It's not a bad thing so get off your high horse. A LOT of houses took in members through COB and many are houses that people didn't even know were doing COB.
