That's the point. It has to do with recruitment, grades and alumni support. And the top houses now have always been strong in those areas. I don't see PhiMu out-recruiting PiPhi or ChiO or Theta or ADPi, or getting better grades or having more alumni money. Ever. And there are some houses that just don't care about grades, so they will never been top houses.
