Phi Mu has been on campus the longest of the 3 you mentioned, so yes, they should be more stable. But with 2 of the weakest pledge classes being Phi Mu and KD when both have a longer history (KD has the most history/tradition) than both the Sigma chapters does not bode well for either house, Phi Mu or KD. At least Sk can fall back on being a new chapter and active girls who were unfamiliar with the best strategy for a strong recruitment process. Their inexperience running a recruitment might have hurt them a little, but they still did well. Part of the problem is Phi Mu is their Greek letters and the stigma of their name. Honestly that's what hurts them the most IMO. Weird how that is like that here, but not in the South.
