Snap bids are actually a win-win. Pan tells houses how many girls they have to cut based on historical averages. But sometimes there are more legacies or strong classes from a place they traditionally recruit well from. So it's not always the same and sometimes too many girls end up getting cut by the top houses. So girls they wanted but had to cut earlier get a bid. That fills up the houses and provides homes for the girls who wanted the sorority experience. So it doesn't mean the system doesn't work. It means even when it doesn't work perfectly, there's a solution.
