I can see how zeta may be a second pick during recruitment. I put them there bc even though they tend to rush well, many of their girls drop and they struggle for retention every year. So yes they would be a second choice for rush, but throughout the year they fade in with the other 3rd pick houses. As for gphi I wouldn't put them in 1st round picks. Many of the ladies I rushed with much rather have gone with a top pick over gphi. I know quite a few girls that didn't make it into theta and DG (when they were top) and chose to rush gphi as a back up. Again, it's give or take with some houses. This just seems to be the current trends I've noticed.
