High school GPA is very important to the quality houses and they make strict grade cuts. Look at the top 8-10 houses based on GPA on the greeklife website and you can assume those houses make strict grade cuts. But there are several houses that struggle to fill their pledge classes and so they aren't nearly as strict because they can't be so picky. I would go through rush with a 3.3 GPA but only if you accept the fact that the best houses will cut you. Just don't take it personally because it's not about your personality. Also, I would get as many recs as possible and if there is a reason for such a low GPA the person filling out the rec can explain why. Weighted GPA's definitely count. In fact in our pledge class two years ago the average GPA was above 4.0 weighted.
