No, the fraternity decided to serve (overserve) alcohol and it's more than one person who chose to drink and any or all of them could have outed the fraternity. How about instead of blaming the person who drank, blame the organization that made the alcohol available. Or do you always blame the victim? And, yes you ARE trying to shift the blame. But we aren't having it.
