Quota is the standard. Houses that have spots to fill take over quota. That's why the best houses take quota and houses that have lost lots of members may take 10-12-15 more than that. Alpha Phi had lots of extra spots to fill because they lost so many girls over the summer and need the money. They wanted to take more, but couldn't completely fill their pledge class.
