I don't know why people on GR always make it about money issues. My house COBs any time we are under total (even if it's just 1 girl) because our national organization requires us to. Some houses can sit under total and not get in trouble for it. It just depends on the house. Total is clearly being skewed by a few houses that have a ton of girls because 9 houses are participating currently. So it's not a bad thing to be under total... heck Pi Phi is under total and COBing right now! If you're really far under total, yeah that's an issue but being a few girls under and COBing is nothing to be ashamed about. Formal recruitment isn't for everyone, and a lot of great girls slip through the cracks, especially if they're a bit more shy at first. COB is a great opportunity to pick up some girls that may have slipped through the cracks or not participated in formal recruitment. That doesn't say anything about their worth! Some of the strongest leaders and most involved girls in my chapter were picked up through COB. I love getting to COB because we get some great girls that way.
