Pi Phi COBed as recently as last year. They do it very quietly (they literally recreated the normal bid day just a few days later) but they certainly do COB. Clearly you have no idea what you're talking about. Even if they hadn't COBed so recently, no national sorority would prohibit COBing. No sorority is strong on every campus, and it would be a death sentence to not allow their chapters to COB as necessary. Not needing to =/= not being allowed to. Now, in some sororities they require chapters to COB if they're below total, and others leave it up to the specific chapter. It may be chapter culture to not COB even if they could, but it's NOT a national rule in any sorority.
