Freshman can still talk to advisors in the specific school they are interested in. I was interested in the business school and talked to one of the advisors even though you don't get into business school or any school until you're a junior (usually). I just wanted to hear about the requirements, how competitive the program is, ect. My friend did the same her freshman year at MSU. She was interested in the nursing program even though you don't get accepted into the program until going into your junior year but when picking a major some people think it's important to hear what they need to do so they can make sure this is the path they want to take and make sure they meet the requirements.
