Taking more sophomores and even juniors could only benefit ALL the houses. Smaller pledge classes aren't going to pay the bills. The next thing you see will be the current members having increases in their fees to offset the costs by not having a larger pledge class. The houses cannot continue down a path of having to adhere to a certain quota and not be able to pay their bills. Mizzou needs to change their culture and get their enrollment back up.
