Let's say that: Total is 100 Quota is 30 Sorority A has 70 members. If they only get 25 girls, their membership is 95 and they can COB whenever they want for 5 more. Sorority B has 80 members. If they only get 25 girls they can COB for 5 more to reach quota, even though they are above total (105). Sorority C has 80 members. If they get 30 girls, they have met quota, are above total (110), and can't COB. Sorority D has 60 members. They can take up to 40 (30 quota + 10 to reach total). If they still haven't reached 100, they can COB until they do. After all that, if a PNM didn't match any sorority but maximized her options (went to as many parties as she was invited to), she will be placed in the smallest sorority that she attended pref for as a Quota Addition (QA). The only reason a sorority gets above quota is with QAs or to reach total. No one gets to choose extra girls to "cushion the blow" of bad retention.
