Actually quite a few houses don't COB, not just ChiO. Kappa has never COB and I'm pretty sure GPhi doesn't either. Delta did for the first time in a while when they snap bidded a couple girls a few days after bid day since they didn't make quota and Pi Phi took a couple girls COB last year. Theta doesn't COB, DG doesn't (I don't think). The rest I'm not sure, there's nothing wrong with COB but it's just an indicator of open spots for whatever reason, financial, or because girls dropped.
