In the 90's recruitment numbers were low and going down and SO MANY chapters were closing from ALL of the Panhellenic Sororities. That trend has since reversed and is increasing. It doesn't seem reasonable to hold that against the chapters who had to close because recruitment numbers were just going down down down down at the time.
