There are houses that put on a great rush, which is how they get great girls. The rest of the houses put on a pretty good rush, and they get the remainder of who is left. How do you know the great houses from the good houses? Return rates. Return rates say it all. They indicate which houses the majority of PNMs would like to join and keep wanting to go back to. That's how these houses get their pick of girls and how they keep such strong identities year after year. These houses do the choosing, whereas the rest of the houses get girls by default. There are people who will object strenuously to this list and who will insist it's not correct. But it is and it is fairly widely known (at least one person in every house is privy to this list, though they aren't supposed to make it public). And it is the only thing that quantifies the rush process. So which houses are Top 5 in return rates/selectivity? They are: PiPhi, ChiO, TriDelt, Theta, ADPi. So go ahead and object, but that only means that you don't know what you are talking about. And these aren't cast in stone, so next year at this time the list may be different.
