Yes, this makes sense and thanks for posting. But the legacy "problem" is not just about the top 3 houses (PiPhi, ChiO and TriDelt). It is about many houses on our campus who have been here the longest time and who have strong nationals. I would say Kappa, ADPi and Theta also have similar concerns about more legacies than they have space for and needing to be super-selective. All have been on this campus 100+ years.
