I am going to have to disagree. Yes enrollment is low, but there are still tons of girls that are going to rush. PNM classes are going to be around the same as every year. It is still going to be just as competitive as it has before Therefore, I would stray away from "with lower enrollment you'll get in" because you ARE NOT guaranteed a spot just because of "lower" enrollment. Also, you do not have to know anyone in the house to go through informal. Informal is more lad back, not as much pressure as formal recruitment. The only thing with informal is not every house does it. Only one house might do informal, or maybe not even one house will do it. It just depends on the year and the numbers.
