I think Zeta is still the best of the bottom tier but I agree that Phi Mu has moved up to second best or damn near just as good as Zeta. They used to be interchangeable with Sigma but that's just not the case anymore. Phi Mu needs another house to slip in order for them to move up. That's how it really works. If KD or Zeta start to flounder I think Phi Mu will be there to take their spot.
