I say you should rush again. You seem to have a great attitude about rush and a more realistic perspective on what being a sorority means when it comes to sisterhood over "good houses" plus your 3.7 in college GPA is a huge leg up for you. No, the same houses won't automatically cut you this time. I rushed as a sophomore and got a bid from a house that cut me as a freshman. I did the same thing you did. Got into college, solidified my GPA, got involved, figured out what I was all about and it worked out wonderfully for me the second time around. Best of luck!!
