I know for a fact Mizzou can still cut girls before they get a bid because a girl in my house had Theta, XO and Kappa on pref night when she rushed as a freshmen and got the call from her Pi Chi the next morning saying she didn't have a bid. She was below the quota cut-off in each of those houses so she ended up bidless. But I need to stress how impossibly rare it is for that to happen. The system is designed to ensure everyone who maximizes their options and doesn't drop out receives a bid.
