Panhellenic wishes every girl that "qualifies" -- finds a home. Chapters want to choose who fits with them. Unfortunately there is a percentage of women that feel they ended up in the wrong chapter and now those chapters have to deal with too big a pledge class. The balance of "size of pledge class" versus "offering a bid to all that want one" creates negative results.
